Multnomah County will open emergency overnight warming shelters Monday night, with extensions possible depending on weather conditions.

This year's performers include the legendary hip-hop collective The Roots and rising Australian duo Royel Otis. Tickets go on sale at 10 a.m. on Friday, Feb. 14.
