Based on the experience I had during spring break, strollers should be left completely folded on the first floor and then the families went to the upper deck to enjoy the full experience of sightseeing. I saw families with toddlers with no car seats at all in the upper deck as the experience is hop-on hop-off. I would suggest to call the company to check the rules about the use of car seats if safety is a concern. I hope this helps.

You have to catch one from to Golden Gate Bridge then another bus to Sausalito. First bus leaves at their pick up site near In and Out Burger - not too far from where you purchase tickets. On the way back they drop you off in Sausalito to catch a bus back to Golden Gate. Then another one back to where you started. Gray Line has MANY more buses so the wait time is much less.
